Campus development is a major consideration that will affect National Chiao Tung University for years to come. The condition of our campus affairs is largely impacted by the campus grounds. Looking at the land coverage among the main competing national universities, National Taiwan University covers 199 hectares of land, National Cheng Kung University covers 172 hectares, National Tsing Hua University covers 105 hectares, and National Chiao Tung University covers 77 hectares. Our campus already has a clear disadvantage in terms of land area among national universities, and furthermore the competing national universities are continuously expanding. National Taiwan University will acquire 44 and 60 hectares of land for its new campus in Jubei and Huwei, Yunlin, respectively; National Tsing Hua University is also acquiring 30 hectares of campus grounds in Yilan and was granted to operate its Chutung campus on land provided by the Hsinchu County Government free of charge; the National Sun Yat-Sen University is developing its 64-hectare Tainan Campus, and the National Taiwan University of Science and Technology will acquire 29 hectares for its new Jubei Campus. Under the leadership of Principal Chang, the National Chiao Tung University is actively developing its new Jubei, Tainan, and Chiayi Campuses in the hope of raising the competitiveness of the university with the establishment of an innovative and educational research park. |

An agreement was signed with the Hsinchu County Government in year 2000 to support The Puyu Development Plan and to co-develop the remaining 1,235 hectares of precious undeveloped land in search for new opportunities for Hsinchu. The Hsinchu County Government has provided 100 hectares of land for our campus free of rent. Since then the local residents have protested and eventually became supportive of The Puyu Development Plan with the founding of the Puyu Support Association. There have also been countless discussions with the government including the Science and Technology Advisory Group, National Science Council, Council for Economic Planning and Development, and Ministry of Education of the Executive Yuan, Construction and Planning Agency, Department of Land Administration, and Environmental Protection Administration of the Ministry of Interior, Water Resources Agency, Department of Industrial Technology, Industry Development Bureau, Bureau of Foreign Trade, and Science Park Administration of the Ministry of Economic Affairs, and Bureau of High Speed Rail of the Ministry of Transportation and Communication etc regarding the necessity and importance The Puyu Development Plan. Finally the plan gained the full support from all units and was recognized as one of the nation's major public construction projects by the Executive Yuan on the 8th of April 2004; it was renamed “The Headquarter of Taiwan's Knowledge-Based Economy”. The future of The Puyu Development Plan is now filled with opportunities. |

The development projects of the Chiayi and Tainan Campuses began in mid-2002 following the agreements by the Chiayi and Tainan County governments to provide 100 and 118 hectares of land nearby the High Speed Rail stations as campus grounds free of rent. After years of planning to consolidate state-of-the-art technology, development trends, and the unique local potential, the proposals for Chiayi and Tainan Campuses were submitted for review by the Ministry of Education towards the end of last year, and the second review is expected to take place mid-year following the amendments. The Chiayi Campus will focus on the development of biotechnology, digital contents, and nanotechnology while the Tainan Campus focuses on the research of semiconductors, photonics, and system technologies. With the combination of production, research, and teaching forces, the development of the new campuses will be driven by innovation and be integrated with corporate management that will inject new strengths into the National Chiao Tung University. |

Although the upgrade of NCTU will not happen overnight, the development of the campus management must be thoroughly planned and given a clear direction, or we might end up worse off than we are now, not to mention failing to become one of the world's top universities. As the Ministry of Education continues to reduce subsidies year after year, NCTU can only survive global competition and improve by incorporating the corporate management model and new strategies. We look forward to working with all staff and students as well as those who care about the development of this institution to accomplish our goal to become a world-class university. |

With limited resources and manpower, the Puyu Development Plan Promotion Team has successfully obtained written agreements from Hsinchu, Chiayi, and Tainan County Governments for the use of new campus grounds. All three local governments have provided land nearby the High Speed Rail stations of approximately 100 hectares free of rent for the establishment of our new campuses. Following the operation of the High Speed Rail in 2005, these campuses will contribute greatly to the development of the hi-tech industry as well as the local economy, and we have gained the initial advantage. |

The overall planning, Terrain measurement, geological exploration, and environmental evaluation of the Puyu Development Plan have all been completed. The Executive Yuan has approved the first phase of the Puyu Development Plan totaling 458 hectares as the nation's major public construction project on the 8th of April 2004, and renamed it “Headquarters of Taiwan's Knowledge-Based Economy”. The Hsinchu County Government submitted its new urban planning proposal in November 2004 for the approval by the Regional Planning Commission of the Ministry of Interior, and is actively undergoing legal procedures for the planning of specialized zones once approval is granted. |

For the establishment of our Tainan and Chiayi Campuses, we have discussed with the Tainan County Government, the Chiayi County Government, and the Taiwan Sugar Corporation to reach an agreement for Taiwan Sugar Corporation to provide 10 hectares of land for each of our two campuses in the spirit of creating an “Innovation and Education Zone”. For better interaction between production and education expertise, we encourage that high-tech manufacturers establish their R&D facilities within the Zone with 50% floor area reserved for the teaching and researching of our university. We also intend to share the costs of hiring with other manufacturers and institutions to strengthen the quality of our teaching staff. |

The construction of all facilities within the campuses will be completed either through BOT or conjointly with Taiwan Sugar Corporation, including the staff dormitory, student dormitory, cafeteria, convenience stores, recreation center, stadium etc. Through innovative ideas and the support from the university, the graduates, local governments, high-tech industry, and Taiwan Sugar Corporation, we are anticipating the growth and strengthening of our new campuses. |

Looking back at the history of the National Chiao Tung University, the lack of space has always been its biggest obstacle for growth. As the competition within the tertiary education intensifies and every institution plans its expansion, we must take the initiative to establish new campuses to maintain our leadership in academic accomplishments as well as the social status of our graduates. The Jubei Campus is an extension of our Kuangfu campus while the Tainan Campus is a new strategic site situated at an extremely competitive position, and our Chiayi Campus will be nurturing the emerging biotechnology industry. With joint forces from the hi-tech industry and our graduates, the development of our new campuses will create a new era for the National Chiao Tung University. |
