As the competition within the tertiary education intensifies, we must not be complacent about our current achievements if we want to defend our academic leadership. We must focus our efforts in the fields of electronics, information, and photonics to maintain our advantage in information technology, while on the other hand broadening our coverage in biotechnology and other emerging industries. We must also improve our depth in the subjects of human culture, social studies, and management etc to accomplish our goal as a world-class integrated university. However, our existing Po-ai and Kuangfu campuses both have inadequate land to meet the needs for future development. We are in desperate need of new campus grounds in the Hsinchu district, and hence include the establishment of our Jubei Campus into the “Headquarters of Taiwan's Knowledge-Based Economy” (The Puyu Development Plan). |

In cooperate with Hsinchu County government for the completion of the “Headquarters of Taiwan's Knowledge-Based Economy” and the construction of our Jubei Campus, we have created a “New Campus Development Team” which is responsible for the acquisition of land usage, campus construction, courses and research planning etc. |

Form a “University System of Taiwan” with National Yang-Ming University, National Central University, and National Tsing Hua University for the joint development in administration, education, and research etc. We place extra efforts in the cooperation between Chiao Tung and Tsing Hua Universities to strengthen the research capabilities within the Hsinchu district. |

“Headquarters of Taiwan's Knowledge-Based Economy” (The Puyu Development Plan) is targeted at the undeveloped land located near the Li-Tou Mountain and Tou-Chien Creek spreading across Jubei, Chionglin, and Jutung . The initial development was planned for 458 hectares. This area possesses a superb natural environment, convenient access to the High Speed Railway, Light Rail Rapid Transit, motorway, and East-West Expressway, with close proximity to the science park, Industrial Technology Research Institute, Chiao Tung and Tsing Hua Universities. Its current condition and potential is similar to a piece of unprocessed jade. |

The Jubei Campus of Chiao Tung University is intended to occupy the technological college town space of the “Headquarters of Taiwan's Knowledge-Based Economy” (The Puyu Development Plan). This space is located at the northeast corner of the Hsinchu High Speed Railway Station Reserve with Tung Shing Road to the south (county highway 120). The initial development proposed was 40 hectares. |

IC/SoC design industry: |
| |
- The presence of Hsinchu Science Park, Hsinchu Industrial Zone, Hsinchu Biomedical Science Park, Industrial Technology Research Institute, Tsing Hua University, and Chiao Tung University etc.
- According to the survey on national IC design industry conducted by the Council for Economic Planning and Development of the Executive Yuan in 2002, IC/SoC companies required land space of approximately 40 hectares (including public facilities) in the Hsinchu district between 2002 and 2007.
- As a result of the National Si-Soft Project, there are currently 120 professors lecturing 500 graduates on IC/SoC design in Chiao Tung and Tsing hua Universities.
