  For the past 2 decades, the Hsinchu Science Park has been Taiwan's largest cluster of semiconductor manufacturers and the main driving force of Taiwan's economy. Following the government granting of investment in8-inch wafer fabrication in China, industries such as system-on-chip, 12-inch wafer fabrication, and TFT-LCD will become the backbone to Taiwan's economic growth. The Tainan Science Park will emerge following the success of the Hsinchu Science Park. In the foreseeable future, Tainan Science Park is expected to become the largest cluster of the photonic industry and the new home for 12-inch wafer fabrication.
  Since its commencement in 1988, Tainan Science Park has attracted investments from 80 hi-tech manufacturers; production for the previous year exceeded $150 billion. Production is expected to reach $2 trillion in 2010 contributed by more than 400 manufacturers.
  Recently the Ministry of Transportation and Communication has taken the initiative in the planning of a 300-hectare “Telecommunication Park” within the Lu-Chu Science Park. After 2 to 3 years of discussions in conferences, hearings, and meetings by a collective group of local and foreign experts known as the Telecommunication Advisory Board, this project was finally approved to strengthen the economic growth of the nation by stimulating the development of industries relating to telecommunication, and maintaining Taiwan's advantage in fiber optics, broadband communication and system-on-chip to become a leader in DSL, wireless and optical communications.
  Tainan Science Park and Lu-Chu Science Park are emerging to become the new cluster for Taiwan's hi-tech industry. In order to balance the development between northern and southern Taiwan, many national universities and research institutions are adjusting their focus to the south. Chung Shan University is planning for its Tainan Campus (with 64 hectares of rent-free land provided by the local government) while Central University actively searches for new grounds in the south; Chung Cheng University rented 3 hectares of land within Tainan Science Park to establish its research and education center; Cheng Kung University and Academia Sinica expect to establish their presence in the biotechnology zone of Tainan Science Park while the Industrial Technology Research Institute has formally occupied Tainan Science Park since May 2002 with a total of 10 staff; the high speed computer center of the National Science Council and Nano Device Laboratories are also near completion. Tainan Science Park has become such a strategic site that Chiao Tung University cannot afford to be absent from it.
  Our Tainan Campus is located nearby Tainan Station of the High Speed Railway System between Tainan Science Park and Lu-Chu Science Park. It is situated right in the middle to embrace the way of our future. With a combination of technology from these two science parks and interactions with the industry, the Tainan Campus is definitely one of the most important establishments in the 21st century.
  The initial plan for the Tainan Campus is to develop into a fully functional campus with the capacity to hold 8,000 staff and students. 30 of the 118 hectares of the campus grounds will be utilized to establish the Innovation and Education Park with the focus placed on postgraduate studies and the goal to become a world-class university. In order to accomplish the integration of technological resources in the south and strengthen the cooperation between production and education, Tainan Campus will devote its resources into the schools of semiconductors, photonics, and system design.

    • Tainan Science Park covers an area of 1,038 hectares with a total of 118 manufacturers. These are mainly from the semiconductors and photonics (including image display) industries. Production and the number of employees are expected to reach NT$1.4 trillion and 127,300, respectively, by year 2010.
    • The Lu-Chu foundation of Tainan Science Park covers approximately 571 hectares. The National Telecom Technology Center was established on top of the foundation whose production and employees are expected to reach NT$500 billion and 52,000, respectively, by year 2010.
    • The presence of Cheng Kung University and Industrial Technology Research Institute (establishment of a 2,450-ping standard factory with 110 research personnel.)
    • Tainan needs to train professional talents with master's or doctorate degrees in the fields of semiconductors and photonics (including image display) as soon as possible to meet the rapid growth of the Two-Trillion, Twin Star industries in Tainan Science Park and the Lu-Chu foundation.
